Williston Power Purchase Agreement
The Williston City Council approved a full requirements power purchase agreement (PPA) with FMPA last Tuesday. Under the agreement, the All-Requirements Project (ARP) will supply approximately 8 MW of capacity and energy to serve Williston for up to seven years. APPA’s DEED Program
FMPA paid dues last week on behalf of its members for the American Public Power Association’s (APPA) research and development program called Demonstration of Energy & Efficiency Developments (DEED). FMPA’s joint action agency membership allows 23 FMPA members who are also APPA members to have full access to the DEED program and benefits. FMPA members do not have to pay individual DEED dues, which can range from a few hundred dollars to a maximum of $11,500. DEED pools resources to fund innovative utility research and demonstration projects. Some of the DEED benefits include access to the DEED project database, plus grants, scholarships, products, awards, points toward APPA’s RP3 designation and more. Hurricane Laura Support
Florida public power utilities that traveled to Louisiana to help after Hurricane Laura have returned. The crews including City of Tallahassee, Fort Pierce Utilities Authority, Gainesville Regional Utilities, JEA, Lakeland Electric, Orlando Utilities Commission, and Utilities Commission of New Smyrna Beach helped Louisiana public power communities after the storm and played a key role in restoring power to customers. Thank you to Florida Municipal Electric Association for coordinating mutual aid efforts and Florida public power utilities for helping a community in need.
ARP Telephonic Rate Workshop
The ARP Executive Committee held a workshop last Thursday to review the August All-Requirements Projects loads, costs, and rates. Participant costs for August benefitted from energy sales that were 2.4% above budget and monthly gas costs were 27% below budget. The August average billed demand and energy cost to participants was $59.75 per MWh, which was the second lowest billed cost for the month of August and the 14th lowest overall monthly billed cost in over 15 years. AMI Workshop and Survey
FMPA will host an AMI Workshop on Sept. 22 to discuss joint action opportunities in AMI. The workshop will explore potential collaborative options in AMI and identify potential costs, benefits and risks of those options. Members can join the workshop in person or via video conference. In advance of the workshop, FMPA launched a survey last Thursday to gather member input related to AMI. Members are encouraged to complete the survey by Friday. Disposal and Recycling Bid Award
The Disposal and Recycling of Utility Wood Poles, Pallets and Reels bid has been awarded to Blackwood Solutions. The agreement is effective through September 2024. Contact: Sharon Samuels
Member Relations Survey
FMPA launched its 2020 Member Relations Survey last month to receive feedback on FMPA’s relationship with members and how we are delivering on our mission. Members are encouraged to complete the survey by Sept. 21. Contact: Melisa Inanc
Public Power Cybersecurity Scorecard
FMPA has been working with members for the past year to help them complete the Public Power Cybersecurity Scorecard, an online tool to assess security levels for protection from cyber risk. American Public Power Association (APPA) and the Department of Energy (DOE) have partnered for the last four years to develop a culture of cybersecurity at public power utilities and offer free resources. Several cybersecurity resources have been funded with grants from DOE. Some of the program offerings are scheduled to end, including free access to the Cybersecurity Scorecard. The Cybersecurity Scorecard program will remain available for public power utilities, however it will transition to a paid service offering. The platform that hosts the Scorecard will be available at no cost to members until Sept. 30, 2020. FMPA has a Management Goal to help its cities complete the Scorecard and 20 member cities have completed the scorecard since FMPA started offering this service in 2019. FMPA’s Board of Directors and Executive Committee officers meet Wednesday at 12:30 p.m. in FMPA’s Orlando Office to discuss a compensation policy and solicit input from the Board of Directors for the annual performance evaluations of FMPA’s General Manager and General Counsel. Contact: Sue Utley

David Schumann, Tobin LaBorde and the Treasure Coast Energy Center (TCEC) generation team meet with Sulzer Engineering at TCEC on Thursday to commission a boiler feed pump that is returning from an overhaul. Contact: David Schumann
