April All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project in April was $69.03 per megawatt hour, which was 3% below the budgeted cost, and is the 5th lowest April rate. Participant energy sales were .3% below budget and total external sales were 56% above budget.  The April all-in rate of $77/MWh was $3/MWh lower than the prior month’s forecast, largely due to the Stanton 1 forced outage and continued low gas prices. FERC Order No. 1920
The Federal Energy Regulatory Commission (FERC) approved a final rule for transmission providers last Monday. Order No. 1920, titled “Building for the Future Through Electric Regional Transmission Planning and Cost Allocation,” requires providers to providers to conduct and periodically update long-term transmission planning to anticipate future needs, consider a broad set of benefits when planning new facilities, and identify opportunities to modify in-kind replacement of existing transmission facilities to transfer their capability. Order 1920 also dictates customers only pay for projects that they’ll benefit from and expands the state’s role in planning, selecting, and determining paying for transmission facilities. FERC Order No. 1977
FERC approved a rule discussing plans to implement the Commission’s limited authority over siting electricity transmission lines. Order No. 1977, titled “Applications for Permits to Site Interstate Electric Transmission Facilities,” updates processes for the Commission to use during the limited circumstances when its called upon to exercise its siting authority. The Order also codifies an Applicant Code of Conduct, directs applicants to develop engagement plans for outreach to Tribes and environmental justice communities, includes a Landowner Bill of Rights, and requires applicants to produce Tribal Resource Reports and to develop Environmental Justice Public Engagement Plans. Transportation Fleet Roundtable
FMPA will host a transportation fleet roundtable Wednesday at 10 a.m. The discussion is intended for parties responsible for the various trucks and other specialty motorized equipment common to electric utility fleets. Contact: Lindsay Jack

SERC Webinar
SERC will host a webinar titled Grid Reliability for States: Policy and Regulatory Considerations for Structuring a Secure and Reliable Grid for the Future on Thursday from 2 p.m. to 3 p.m. This webinar seeks to deliver an outline of reliability and security challenges posed by increasing load growth and the changing resource mix and to identify and educate on the multiple regulatory and policy inputs that may be considered when crafting an approach to mitigate reliability and security risks in your footprint. The targeted audience for this webinar includes state lawmakers, commissioners and staff, policy makers engaged in state energy regulation, utility regulatory and government affairs personnel, and stakeholders associated with the planning, modeling, or operations of the Bulk Electric Grid. Foreman Academy Training

Regional Foreman Roundtables
FMPA recently opened registration for a series of regional foreman roundtables. These roundtables, which are free for Members to attend, provide foremen or crew leaders to meet with other Member utilities to discuss common issues and best practices. Roundtables will be July 23 in Quincy, July 24 in Starke, July 25 in Mount Dora, Aug. 6 in Wauchula, and Aug. 8 in Homestead. Contact: Lindsay Jack

Memorial Day
FMPA will close its offices Monday, May 27, in honor of Memorial Day. FMPA Weekly will resume publishing Tuesday, May 28.

Finance Committee Meeting
The Finance Committee met last Wednesday, and it approved the Agency general budget for FY2025. The Committee also heard information items, including updates on the price risk mitigation strategy and the 2022-2023 Stanton I & II, IIRCTs A-D audit and a training about the Sunshine Law. Board of Directors Meeting
The Board of Directors met last Thursday. The Board approved a nominating committee and heard an information item about updates on the Stanton I & II negotiations and audit. Tony Guillen, general manager of electric and gas utility for the City of Tallahassee, also spoke to the Board about restoration efforts in the city following the tornadoes on May 10. Executive Committee Meeting
The Executive Committee met last Thursday. The Committee approved four action items, including the appointment of FMPA’s representative to Public Gas Partners, the FPL transmission rate case budget rate request, the FMPA-KUA transmission owner registration for Cane Island North Bay Substation, and the FY2025 Agency general budget. It also heard information items, which were an update on the FY2024 generation capital project and the 2024 TYSP filing and IRP policy request. View the agenda package on the Portal.
