September All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project in September was $63.25 per megawatt hour (MWh), which was 18% below the budgeted cost. While energy sales were 0.4% below budget, September costs benefited from an average natural gas cost of $3.33 per one million British thermal units (MMBtu), which was 31% below the budgeted value. FMPA Cybersecurity Event
FMPA’s IT department is hosting a cybersecurity event today from noon to 2 p.m. for FMPA staff members. The event can be broadcast live for other interested member cities. Cities who would like to participate in watching the event can email Wayne Koback.

FMPA Solar Projects Committee Meeting – All Solar Participants
There was an FMPA solar projects committee last Tuesday for all solar participants. Action items included electing Edward Liberty of Lake Worth Beach as the solar III project committee chair and Lynne Tejeda of Keys Energy Services as the ARP solar I and II project participants advisory committee chair. Lineman’s Roundtable
FMPA hosted a lineman’s roundtable last Tuesday. Twelve participants from six member cities attended the meeting. Contact: Mike McCleary

FMPP 101 Meeting
Chris Gowder and Navid Nowakhtar presented an introduction to the Florida Municipal Power Pool (FMPP) last Wednesday for FMPA staff and the board of directors. View the slides via the Portal.

PMLC Meeting
The policy makers liaisons committee met last Wednesday. Jacob Williams shared the results of fiscal year (FY) 2023 goals and discussed the proposed FY 2024 goals. The committee heard information items about the proposed Environmental Protection Agency (EPA) greenhouse gas rule, retail customer base rates and FMPA’s new generation projects. Board of Directors Meeting
The board of directors met last Thursday. Attendees heard general management and Sunshine Law updates. Action items included approving the elected solar III project committee chair, the Kissimmee Utility Authority (KUA) entitlement transmission and the 2023-B5 Agency pooled loan. ARP Executive Committee Meeting
The ARP executive committee met last Thursday. Action items included approving the natural gas/power price stability for 2025-2026, the elected ARP solar I and II advisory committee chair, the name and signage for the new generation site, the 2024 meeting schedule, the FY 2024 management goals and the revised rate schedule B-1 to be effective Oct. 1, 2023. PURPA Deadline Reminder
The deadline for applicable utilities’ completion of two new “shall consider” Public Utility Regulatory Policies Act (PURPA) standards is Nov. 15, 2023. PURPA applies to all electric utilities with over 500,000 MWh annual retail sales during the 2020 baseline year. The two new standards for consideration include “Demand Response and Demand Flexibility” and “Electric Vehicle Charging Programs.” While your utility is under no obligation to adopt either of these standards, if you are PURPA jurisdictional, you must “consider” them during a public hearing and make a written determination on whether to adopt them. If you need any assistance or have questions, please reach out to Dan O’Hagan or Jody Finklea.
