Annual Report
FMPA is pleased to share its FY 2025 annual report titled “Regarding Reliability.” The report profiles Beaches Energy Services, the City of Tallahassee Electric & Gas Utility, and Winter Park Electric Utility and each utility’s investments in successful reliability efforts. Copies were mailed midweek last week, and the report is available online. For more copies of the report, contact Emily Maag.
March All-Requirements Project Rates
The average billed demand and energy cost for FMPA’s All-Requirements Project in March was $78/MWh, approximately 9% below budget. The all-in rate decreased by $2/MWh compared to prior month projections, driven by lower fuel costs and stronger than expected loads. Participant energy sales were 3% above budget. The Rate Protection Account balance remained at $0. The agenda package is available via the Portal. Contact: Denise Fuentes
ARP ISDA Agreements
FMPA has executed ISDA agreements with two financial institutions to support the ARP’s Natural Gas Price Stability Program. The agreements with Fifth Third Bank and JPMorgan Chase Bank will enable staff to purchase natural gas financial positions from these institutions under credit arrangements, significantly reducing the likelihood of needing to post margins and helping to support the program’s goal of more predictable ARP rates. With the ISDAs in place, staff has already executed trades to lock in approximately 8% of projected winter 2026/27 ARP native gas needs and approximately 9% of projected summer gas needs. Staff is very close to executing a substantially similar agreement with an additional counterparty.
